Sorry for the delayed reply, I've had my hands full. The answer depends on the nature of the hazardous substances. We've been dealing with some harmful algal blooms in Ohio and in general, contact precautions are recommended. If this is drinking water, the question should be directed at the water department to see what they are able to remove from the water. Cincinnati had to close the Ohio River intakes this summer because of a harmful algal bloom (600 miles long) that they were unable to remove the toxins from. Are you able to share any other details?
